MOA HP with TranscendAHP


MOA is excited to announce a partnership with TranscendAHP; a new program for MOA members to obtain affordable healthcare coverage with an Association Health Plan (AHP) in 2019.


An AHP provides small optometry practices (with 50 or fewer employees) and independent optometrists the opportunity to join together to obtain healthcare coverage; often resulting in lower rates and higher benefits.
TranscendAHP is a new way to cover your employees’ health benefits with some great financial benefits for you. While it may not fit all practices, this fully-insured multiple employer health benefit plan for members of the MOA and Transcend is designed with small business needs in mind.


TranscendAHP was designed to better manage the cost of health insurance and provide benefit plans that may be a better fit for small practice owners and their employees. Because TranscendAHP is fully insured and not subject to some of the Affordable Care Act’s (ACA) mandated benefits and taxes, the plan allows the cost of your benefits to better reflect the unique demographics of your optometry business and your employees.

The first available effective date is January 1, 2019, however, you can get proposals and elect coverage on the first of any month during 2019. All new group applications must be received at least 30 days prior to the requested effective date of coverage. You must currently be, or become an MOA member to obtain and maintain coverage.

Process to get quotes/proposals:

Step #2 - You will receive a response to your request with any follow up questions and an email with a encrypted secure link to provide census information to generate quote options tailored to your group.  All communications with edge insurance are HIPAA compliant.

Step #3 - Receive your customized proposal for the coverages you are looking for

In addition to the detailed census information, please prepare the following information for the quotation and proposal process:

  • Copy of current insurance carrier(s) most recent monthly invoice

Who is eligible for this program?

Any new or current active member of the MOA, including Sole Proprietors with less than 50 employees. Active membership in the MOA provides your group discounted access to the Transcend Association Health Plan.

What is the benefit to our organization?

The Association Health Plan offers a new and innovative health insurance option for your business that increases the flexibility of plan offerings with the ultimate goal of providing a reduction in premiums while still offering access to quality healthcare coverage for you and your employees. In addition to the potential premium savings, MOA/Transcend AHP members will see:

  • Single / Two Person / Family premium rates instead of the current member level rates based on age – this can help in budgeting and in setting employee’s payroll contributions
  • The elimination of some small group required essential health benefits such as pediatric dental coverage
  • Depending on your individual group size, you can offer multiple plan options for your employees to choose

Are One Subscriber Groups/Sole Proprietors eligible to joing the MOA/Transcend AHP?

Yes! The MOA/Transcend AHP will be accepting eligible one subscriber groups. This includes owner only C-Corporations, S-Corporations, Sole Proprietorships and Partnerships. Entities must have been in business for a minimum of two-years, provide proof that at least 75% of non-passive income is generated from business activities supported by applicable tax form filings. Supporting tax documentation must be provided at the time of enrollment to verify eligibility.

Is this considered a Multiple Employer Welfare Arrangement (MEWA)?

Yes, the federal and state regulations catergorize the association health plans as a MEWA. However, because Transcend AHP is not a self-funded plan, but a fully insured plan it does not operate like a typical MEWA.

How do we obtain cost and coverage information?

We are working with Edge Insurance Group to organize an efficient process to communicate this to all members in a timely manner. We will be releasing informational webinars highlighting specific benefits of the new program. They will be distributed as they are released. Please see the end of this FAQ on how to get quotes for the new coverage options.

When is the effective date?

The first available effective date for coverage under the new plan is January 1, 2019. However, you may obtain proposals and join the new association health plan on the on the first day of any month throughout 2019. All applications for coverage must be fully completed and received no later than 30 days prior to the requested effective date (i.e. March 1st effective date of coverage must have all group and individual applications submitted no later than February 1st). All groups, regardless of their effective date during the year will have a common renewal date of Janauary 1st.

What if our current Group Health Insurance renews on a date different that January 1st?

While the association health plan is available January 1, 2019 you can enroll on the first of any month in 2019 with the submission of the appropriate enrollment material by the required 30 day lead time. This will allow you to remain on your current plan through your annual renewal. All groups, regardless of their effective date during the year will have a common renewal date of Janauary 1st.

If you wanted to make the change for coverage through the Association Health Plan off your normal renewal you might be able to do that depending upon the current carrier and type of coverage you have in place today. Talk with our agent partners at Edge Insurance Group about this option.

How are Deductibles handled under this plan?

Deductibles through the Association Health Plan will run (and re-set) on a calendar year, January 1st through December 31st basis. If there are concerns regarding how Deductibles will be handled for off January effective dates, there may be options for transferring deductible credits from your current plan to the new options through the association health plan.

What type of coverage options are available through the MOA Association Health Plan?

There is a menu of 20 different group medical coverage options for groups with one to 50 employees. Product options include:

  • Medical PPO Plans
  • Medical HMO Plans
  • Health Savings Account (HSA) Qualified Plans
  • Dental Plans
  • Vision Plans

In addition to the group medical, dental and vision coverages you have access to guarantee issue group life, short and long term disability coverages for groups with two to 50 employees.
